Target Operating Model (TOM)

Target operating model is a description of the desired state of the operating model of an organisation. The target operating model is the “to be” (future) operating model. Usually done at the Enterprise level (i.e. across the Organisation), but also done for Business Units or Divisions within an Enterprise. Also refers to one of the six (6) reference models in HOBA.
