A Target Operating Model Isn't a Building. It's a Picture of One.
Here's the lie every design consultancy and design-first platform is selling you: "Map the customer journey, design the target operating model, and transformation will follow."
It's not happening. And it was never going to.
Business Design is excellent at exploration. Workshops are energetic. Whiteboards are full. Journey maps are beautiful. The target operating model is printed on glossy paper and pinned to boardroom walls. Everyone agrees it looks good.
Then nothing gets built.
Design thinking iterates in circles. It explores possibilities. It produces artefacts — journey maps, service blueprints, persona decks, operating model posters. But artefacts are not architecture. And exploration is not delivery.

And posters don't pass audit, don't survive go-live, and don't answer the regulator when they ask who owns the outcome.

Why Design-First Platforms Never Close the Delivery Gap
Watch how a design-first engagement ends. The workshops conclude. The journey maps are printed. The target operating model is signed off in the steering committee. The design platform subscription renews — because now you need to "iterate" the design based on feedback.
Iterate what? The design was never built. There is nothing to iterate. The design platform has become a very expensive way to produce variations of a poster.
