The Regulator Didn't Kill Your Transformation. Your Process Debt Did. | HOBA

Here's the lie every stalled programme in Government and Financial Services tells itself: "We can't transform. We're regulated."

It's not happening. And it was never the regulation.

The failure rate for transformation programmes still floats between 60% and 70%, depending on which consultancy you ask — and in regulated industries the post-mortem always names the same suspect. Compliance. The FCA. The NAO. The PRA. Pick your regulator; the story is the same.
